Yes, you need either a Personal, Personal Pro, or Team subscription in order to use the Tracker. All new Timeular users get 2 months free subscription when connecting a new Tracker.
You can, however they can’t be paired at the same time. You must disconnect one before connecting the other. If you want to have one Tracker at home and one at the office, for example, this is a supported scenario.
This varies depending on use but if you are using the Tracker approximately 8 hours a day, 5 days a week it should last several months between charges.
